My friend has filed a divorce case in India.

Did he petitioner have to go to India if he is in other country for marriage counselling?

the petitioner need not appear before the court and he can send a duly notarized power of attorney in favour of his lawyer and the lawyer would appear on his behalf.

Yes, if he is the petitioner, it may be mandatory for him to appear personally irrespective of his location.
