Legal Question in Family Law in India

My friend and her husband are of Indian origin. Now they are US citizens. During the time of marriage my friends family gave her a flat and land as a dowry. Her husband now filed for a divorce. Has transferred everything to his brother and sisters name. Can she file for a dowry case against him, though he is a US citizen. Secondly, if she can file for a dowry case , does she have to go and do it in India? Please help soon.

They can pesue the case in US as well as in India. If she wants to persue in india then she has to appear for about two three times in whole case.
