I am a lawyer from hyderabad, India. I got a maintainance case. let me explain it briefly.
my client husband is an NRI , who lives in USA. they both are indian citizens , got married in India as per Hindu marraige act. her husband is having US work permit. he is not a US citizen or US green card holder. he desserted my client. so my client filed for maintainace in hyderabad court. her husband is not receving the court notices in this maintainance petition.he is just returning the notices. in this case, I know that the notices can be served through Embassy of India in USA. I have a question.
who is the concern person in embassy of India in USA , the indian court request/direct to serve the notices. (the person designation in embassy of India in USA).
(In one of the similar case,the husband was in canada. so the indian court directed the First Secretary, Indain High Commission�s Office, canada to serve the notices.).
Is there any first secretary in emassy of india in USA, office?
if not , what is the exact designation of the concern person.

You have not mentioned which location/state at US.
You may get the summons sent to below address with covering letter of court, directing to get the same served to concerned person.

I agree with the above answer. You said husband returned the summon letters, what is the endorsement on the cover?
There are of course, several other ways to serve a party in USA.
The D.C. Embessy deals ONLY with persons residing within a few States in USA. You may also try to serve notice through the local police station where the person is residing. If you need any local help in USA, you may contact me.
