Legal Question in Family Law in India

Hindu Marriage Act of 1955.Sec 19,Jurisdiction.Section19 1(iv)lays down jurisdiction under civil court where the Petitioner resides at the time of presentation of petition provided the respondent is outside the area where the Act applies or is missing for a period of 7 yrs or more.Has there been any amendment to state that jurisdiction may be under the civil court of the place where the Petitioner presently resides(without any of the conditions)?
