hndu marriage act
i am from bihar and stying there since my 2 gnerations and originally form Rajasthan. and i am in love with my cousin who is my fathers sisters daughter. can i marry her according to the hindu marriage act and if not then how can i marry her?

The relationship you mentioned falls within "prohibited degrees". Therefore, in law, this marriage is not permissible.

Theoritically,the marriage you mentioned is not permissible in castes in India and more particularly the rituals and traditions in states like Rajasthan,Gujarat,Maharashtra,etc. are very strictly followed.But still in some states like Andhra,Tamilnadu,etc.such kinda marriages are not illegal so one cannot say that these marriages are not bound by law.Practically thinking you are the person to marry and ultimately you are the person to live with your wife,but you have to think about your families traditions,customs and conventions that are not to be forgotten and overridden.Try to convince all the families if you are so much inclined to get married to her only.
