if a husband has filed a divorce case & wife has asked for expences of proocedings under section 24 can a wife now ask to court for giving permission to live with her husband under section 9 restitution of conjugal petition husband lives in uae

Sec 9 Of Hindu Marriage Act is Restitution of Conjugal rights Petition not an application . You have to win your case to stay with your husband but your husband can still refuse you despite getting a decree in your favour from the court and court cannot force him to allow you to stay with him.

RCR is no bar even if other proceedings are pending in the court. you may seek the orders and also seek execution of the same through indian consulate in UAE.
