My husband has refused to take my and my 4 months old child's responsibility and we are living at my maternal parent's place for 3 months now. He didn't bothered to see the child even. My in-laws ask for money from my parents often, and use abusive language while talking to my parents. my husband even takes away all my salary in the name of household. How should I proceed? Should I start with Women cell councelling or directly file a case?

if you feel that marriage cannot be saved and there is no good reason left for you to live with your husband, you may start first with Women Cell counselling rather than filing a case. things may work out in pre litigation counselling or mediation centre
I will suggest you to go for a counselling first, since it appears you are more eager in saving your marrital life than putting an end to it. Secondly if that too does not work then you should take other steps in order to save your married life (Legal manner) rather moving directly for a divorce.

it is always better to settle the matter amicably and for that communication with your husband is a must. better talk it out to him before taking any legal step as the court cases may take years together.
You should directly file a criminal case against your husband under IPC by registering a complaint with local police of the area concerned and also claim damages under D.V.A.
