Legal Question in Family Law in India

I hv lodged complaint in police stn in Nov 2010, u/s.498A - IPC, 3DPA, 4DPA against my husband. Case is still pending, mother in law got bail, husband is trying for it. Husband is staying in Myanmar. Myanmar government has their own time limit of issuing work permit visa. Police department says, until and unless my husband comes to India, then only I can keep lawyer, until then I can't do anything. Pls guide me.
