Legal Question in Family Law in India

I know the laws about adoption in India to outsiders are strict and one of the laws are that you have to be a non profit agency in america and in India and you have to try to adopt to indian parents first. how do you prove that you tried to get indian parents first? Also where do I find out all the laws involved in doing this adoption agency.
