You may by submitting the required prescrlbed form/application alongwith the girl, performed the marriage in the concerned office of Marriage Officer appointed by the Govt. or State Govet. You have to file the proof of your residence. It is immaterial whether the girl is residing outside. You both have to submit the required documents

You both can get married in sanatan mandir and sanatan mandir issue certificate confirming the marriage and you can get the certificate of marriage registered with registrar and the effect of the said marriage will be same as of registered marriage then you can write to concerned SDM or Police and can ask for protection.It is lengthy process and also risky to go for marriage through court marriage i.e. registrar of marriage.You can shift to any other city after marriage.

You should go to your area SDM for marriage. Simply do not go to her city. I failed to understand what u want to know.
