I have been married to a divorcee with her 10-year-old daugther who is in her custody. What is the procedure to get the daugther's name changed to my name as my wife's ex-husband is unwilling to sign any documents regarding the same

There is no legal way to change the child's name without her father's consent. The biological father will remain her father for all purposes throughout life.
