Legal Question in Family Law in India

I have migrated to Australia and now a Australian citizen. My younger brother who is mentally unsound is staying in India with my widowed sister is law (elder brother's wife). She is trying to get my father's pension for my younger brother since he is a dependent and unable to fend for himself. For this purpose she is required to get an NOC to be his guardian and make the application on his behalf. She has written to me to get the affidavit notorised in Australia through the Indian Embassy. Please advise if this can be done or are there any issues related to legal jurisdiction.

you can get the same done through indian embassy there and she has to apply for guardianship in the court of district judge.
