Birth Certificate is issued by the local municipal authorities where a child is born and his birth is recorded. If the birth was during travel and was not reported in Haryana but reported in Rajasthan, the authorities in Rajasthan may issue birth certificate. You should first find out where the birth has been recorded / registered.
