What is the right procedure to gain an annulment in case of marriage between first cousins (not permitted) if the marriage was not registered under the special act (legally) and has lasted for twenty years and children are involved?

a suit for declaration needs to be filed before the city civil court seeking declaration that the marriage is void ab initio. but as it lasted for 20 years and children are involved, it is advisable not to go for annulment.
