Can a female who is fed up with husband who is irresposible can marry another person, who she loves, as she has no any relation with his husband physically nor mentally, or keep physical relation with his loved person who loves, cares respect her.

Not at all. Not only it is prohibited at law but even otherwise it is immoral and evil thing.
If you are not satisfied from your husband, first get divorce and marry with other one to whom you like.
Ignorance does not entitle one to take independent decision.
Try first to reconcile your matters with your husband; upon failure you may take decision as suggested earlier.

You can re-marry but you have to go for divorce first.

A person may marry again only after seeking "dissolution" of first marriage.

unless a earlier marriage is dissolved your second marriage will not be valid presuming you are a Hindu

but first she has to obtain divorce from the court of competent jurisdiction. without obtaining divorce the second marriage is void.

she will have to obtain a divorce before she remarries. Being married and maintaining physical relationship with another person will amount to adultery.
