Legal Question in Family Law in India

I and my Russian fiancee are planning to get married in the next couple of months. As she works in Moscow, she is unable to come and stay in Bombay (where I am based) immediately. Is it MANDATORy for my fiancee to come and stay in Bombay prior to filling the marriage application form? In case this not possible, as a second option, if we get married in a third country where there is no 1 month waiting period for filling in the marriage application (e.g. Mauritius or Sri-Lanka), would the marriage certificate issued in any of these countries be legal and valid in India/Moscow (in case I relocate to Moscow in future)?
