When does section 156 apply? Is it necessary to lodge an FIR for this?

anytime. the fir can lodge ethir in police station or in the court through 156(3)

Section 156 will apply after you have made a complaint to the police u/s 154 and the police has not taken any steps on your complaint. You may also be required to lead preliminary evidence in Court at the time of hearing of your 156 complaint.
