Legal Question in Family Law in India

sir, my brother and his wife expired in accident and they have three childs(12,15,17years). one of them with me and other two are with my sisterin law's mother. But there they are not taking care about them so i want to take care of them but that peoples i.e sister in law mother not accepting. Who have the rights to take care that childs? my father and mother also there they also want take care of them if i am not take care. so please give this solution and tell me that to whom(under which law it comes) i have to consult about this.

Let your family (your mother and father ) and not you file a petition for custody of those two children before the court.
