Legal Question in Family Law in India

Hi sir/Madam

My cousin was married 5 years back , he has left his wife after 15 days of his marriage. There is no physical relation between them from the frist day of marriage.She is handicapped and my cousin didn�t met her in these 5 years and not even any other source.She cant do her work with out any others help. Now my cousin wants divorce from her but she is refusing to give the Divorce. My cousin parents and relatives tried to convince them but she is not accepting for divorce.

1. Can he get divorce from his wife after 7 years as a third party divorce

2.Is there any other discripencies are there if she can file again my cousin after 7 years ??
