Legal Question in Family Law in India

My sister has married in 1998 and died in 2005 after birth of two babies.

As my sister in law is working in private company, and has no accomodation, he insists to keep the both children with me.

Before one year, He married again and have own accomodation.

Now at present, he neither accept both the children nor ready to give any maintenance claim for both children.

Also I am sure his wife will not take care of children.

what i should do?
