Legal Question in Family Law in India

my sister got married in 2009.she has been cheated by her husband and her inlaws .they are asking for more money from my mom.we have already spent lot of money on the wedding andpaid the demanded dowry. her husband is an australian citizen.he left for australia after 5 days of marriage.at the time of marriage they told my family that our boy is m tech from australia.but this is not true. her inlaws grabbed all jewellery from my sis.and when she join her husband in australia after 1 yrs she came to know that her husband is in living relation with other girl while he was married to her.from the day one he starting ausing her,physically,emotionally and mentally.there are 2 cases of domestic voilence against her husband reported to the police .now the australian court issue full intervention order against her husband and she had not any support in foreign country and he is not giving any maintenance to her.she is stranded alone in foriegn country.becos he is australian citizen and she is on temprory visa she cant be able to do any thing against him.bacos australian laws are not in her favour .he is getting away without any charges and payment.pls help me i want to know my right and obligation and i need legal advice.what will be my next step.where i have to lodge complaint against him bcos in india police department is not listening to my mom and in australia rules are not in my favour.pls reply as soon as possible
