Legal Question in Family Law in India

As said by Supreme Court in the final judgement papers.Not able to comprehend this. Please guide - Under Section 142 of the Constitution and while disposing of the Special Leave Petition on the basis of the

settlement arrived at between the parties, we also direct

that a decree of divorce by mutual consent, be passed on the

Section 10 application, treating the same to be one under

Section 13B of the Act. A decree to that effect be drawn up.

Can I file for divorce based on this under 13B in lower court and if the other party does not appear what can be done. Do these papers hold good as divorce documents.Rephrasing the question as I did not provided enough information earlier. Thanks in advance for your help.

unless a lawyer goes through the order the Supreme court passed while disposing the SLP and other documents, opinion may not be effective.
