Legal Question in Family Law in India

If a toddler is bethroted by her parents to another toddler, and if there is no further action on the said bethrotting, is this a valid marriage? Is it void automatically under the laws? Which ones? Or is it voidable at the behest of the one of the involved parties when they reach adulthood? Do the two parties need to take divorce or is this marriage not a marriage in the eyes of the law?
