Legal Question in Family Law in India

Hi just wanted to confirm as per the amendment in the personal law amendment bill 2010 the mother has the right to give her son/ daughter in adoption. But what option has she got if husband refuses to give consent just to make things difficult for her..

Adoption has to be complete by both parents and not by mother alone.

as per my knowledge there is no such amendment where one parent is given unbridled power to decide the future of their child.
