My wife left me without divorse and not willing to give, now she is with another man. Now for me it is hard to live alone so can i have live-in relationship with any one is that be o.k?

No, that may not be o.k. She may seek your criminal prosecution. You may better seek divorce on the ground of her infidelity if you can establish your allegation. If your allegation is false, you may be guilty of 'cruelty' and may suffer criminal prosecution.

in case she is living with another man, then no law can stop you from living with another woman. live in relationship is no offence but you may have to tackle other complications viz. live in partner claiming to be your wife etc.
