1. Does the liability of the managing committee members towards criminal breach of turst ends after their resignation?
2. Does the Divisional Joint Registrar has any juridsiction to decide the criminal breach of trust?

criminal breach of trust is a criminal offence and mere resigning does not absolve the offender of its criminal liability and joint registrar has no right to decide a criminal case.
The liability subsists for the period of their office.
first all the memebers should agree for breach of trust then they can file and if you are directly affected then you can file.

a ) Criminal breach of trust is an act of penal, come's under the purview of the Indian penal code 1860 as an offence.
b) Criminal breach of trust has the jurisdiction of judicial courts of you're local jurisdiction, i.e., magistrate court or, civil court and it is left to the discretion of complainants or, plaintiffs in your said case.
