Legal Question in Civil Litigation in India
Say, I am a developer. The Land Owner given me a Power of Attorney in form of a Notarial Certificate to develop,to sale flats and make registration/ deed in favour of the buyers of the flats. But my question is that is the "transfer of a property (flats)" will be valid if I make it as a constituted attorney in absence of the land lord by the Instrument like "Notarial Certificate" or I have to take the Registered Power of Attorney from the land owner to register the sale in favour of my customer?

Check local laws applicable to your area and act accordingly.
Most states have made separate laws for development and sale of flats.
