what is the difference between dismissal of an application on merits and dismissal as withdrawn

On merits is a formal adjudication of dispute; withdrawn is without adjudication on merit.

once an application is dismissed on merits, it can only be appealed against but in case it is withdrawn and liberty is taken to refile the same, it can be refiled in future.
