can i file a suit against my partner for spreading rumors and telling all creditors that i owe money to him and saying to all creditors that claim due from me...what can i do...

Yes. You can file suit/complaint for defamation.
you can file a suit for defamation and claim damages and compensation and also can file a criminal complaint u/s 499/500 of IPC.

"As of the Partnership Act of 1932 , India , please check out the nature of partnerships that you're excercizing in the said firm, Since usually under partnership act 1932 partners being severally, jointly liable to debts created, or profits enjoyed by any of the acting partners of the said partnership firm can get to eventually at stake". Therefore please go through you're partnerships deed before filing any suit before court of law.
