Legal Question in Civil Litigation in India

i live on the 6th floor and there is an open terrace flat on the 7th floor . the owner of the flat is a police inspector and has kept has kept around 100 flowerpots . also he has changed the original flooring and done bad work which has resulted in leakage in our flat . on constant reminders both from myself and from the committee members he is doing nothing. i have complained to the registrar of chs twice but he too is not taking any action. this is been going on for the last four years. now my flat is in very bad state and the paint and furniture is also spoilt totally. this water leakage is now seeping in the fifth and fourth floor flats and they are asking me to repair their flats. even on the committee,s notice the policeman is not doing anything. can i complain to the police commissioner or to the home ministry. i had called the expert from mr fixit and he said that our side flats are in danger if this continues for another few years. please advice.

Dear Sir,

Under Section 190 (1) (c) of Criminal Procedure Code that you can straight away write a legal letter addressing to your ambit of jurisdictional Magistrate Court at your place through Indian registered post A/D, with out any hesitation ask for to the lodge complaint in respect of Private Nuisance and please ask said Hon'ble Court for reliefs. And if you can gather any witnesses of Public at your place in regarding this, then you can also lodge Public Nuisance happening at your flat. And after then heir an Advocate when matters comes into the Magistrate Court.
