Legal Question in Civil Litigation in India

A Original Suit is filed in the form of a Plaint in a Civil Court. The Court without even numbering the Plaint by giving Original Suit number rejected the Plaint. Can a court Reject the Plaint before numbering. If not please answer with citations.

If the conditions or procedure of CPC r not properly filed then court Can reject u can restore or may file fresh suit
