Not always. depend upon the situation. You may contact the local revenue authorities for guidance.
yes, an NCR i.e. Non Cognizable Report has to be lodged within the jurisdiction where you staying or where the papers were lost. this would help you selling the property on the basis of certified copies.

You can lodge a civil complaint with the police, that if your documents are lost, or best way is to get the certified copy from the revenue authorities, Ok ?
