Legal Question in Civil Litigation in India

I have purchased a 11 sq.. mt. shop on ground floor of a property which has total six shops on non-specified 40Ft. road in approved 'F' category colony in West Delhi. It is running since 1995 and has registered no. allotted by MCD on 22.01.07. I want to open a Tours and Travels office in that shop.Till date all dues like conversion charges,property tax etc are cleared.Please tell me can i open a office in that shop and also does it comes under sealing per view? I think Hon'ble Supreme Court of India in its judgment dated 29.9.2006 has permitted the comercial activites to run in residential areas which are not more than 20 Sq.Mts. Please tell me whether it is a safe investment.
