Whether in a Regular Civil Appeal, a third party can file intervention application? If yes, under what provision of CPC ?

Yes. Generally it is not allowed but under specific circumstances wherein the third party has been involved or affected then it can be done.

in specific circumstances, yes, but it is not a usual practice as the intervenor had the option of being a party at the lower court.
