Legal Question in Civil Litigation in India
Whether Revenue authorities such as Tehsildar, Sub Divisional Officer, Collector etc can be said to be a Court so far as Maharashtra Vexatious Litigation (prevention) Act is concerned. Case Law reference please.

Tehsildar, Sub Divisional Officer, Commissioners naturally have the power of Magistrate in their respective jurisdiction, and they can put fine, make inquiry with their subjects, run courts as magistrate in their courts.
