what is safe way for applying in mcd for approval of building sanction plan by the defendant who purchase the suit property fall in court order status quo period and also defendant taken title clearance from concern department L&DO which get convert lease hold to free hold on the basis of registered will in seller name through RTI ?

once your case is pending in the court, regarding the same property that has been purchased, after the order of status quo, court orders are required for any approval.
