Whether a Plaintiff can file a suit for declaration of his title by way of adverse possesion?

As such there is no prohibition but the question of adverse possession arise and can be asserted only when a third person claims ownership over the property.

yes, you can file suit for declaration of your title without being in the actual possession of the property,but mere property should be actually related for you. And it is better excercize your possession over the property.
