Legal Question in Civil Litigation in India

I am Shirish Gajjar,64, a retired teacher living in Bhayander(W),Thane, doing private tutions for school/college, mostly science and math students.I am living in The Chandralok "A" Co-Operative Housing Society Ltd.,Bhayander(W)-a suburban near Mumbai,Maharastra, india.Last 2-3 months,I am facing acute water problem.Other all rooms, even my adjoining rooms gets adequate supply of water, while I hardly get cup full of water !I have replaced my entire pipeline with new pipes and my plumber cleaned them throughout .I complained to my society in written and they too,did some repairing and cleaning but with no result.Last couple of months,I have to rely for my water requirements on the private water tanker company who supply the water at considerable high charge.

Now my questions are :

What should I do to solve my problem. ? I am a retired teacher and cant afford costly litigation.

How can I get cheap law service?

Can I stops all water payment to the society ?

Can I demand my money back which I have paid for for the water which I didn't get for the months of May,June,July 2009 ?
