sir my name is shanker, i am from rajamundry,
sir my question is. can consumer forum judgment can be stayed by high court?
2. arrest warrent issued on a person, if that person is died will the legal heirs of the died persons(wife and children) will be arrested and made responsiblity the acts made by the died person.

Normally a judgment of the consumer forum has to be challenged before the higher consumer forum, say from district to state or state to national commission. However, there are precedents when Delhi High Court stayed the order of Delhi State Commission while exercising its writ jurisdiction under Art. 226/227 constitution of India.
3. The legal heirs - wife and children of the accused cannot be substituted in place of accused. The case dies with the accused.

Heirarchy of consumer appeal will be from District Consumer Forum to State Consumer Commission or National Consumer Commission. Only if rights has been infringed by the subsequent State Consumer Commission or National Consumer Commission, then you can file writ under article 226 / 227 at Hon'ble High Court or article 32 at Supreme Court of India under the Constitution of India.
No necessary party can be made in this case of a Consumer.
