Subdivided plots with 20feet passage.

I got an offer for Subdivided plots with 20feet passage. This plot is appr 1ground (35*70) with 20 feet entrance. Owner have subdivided and got the approvals from local body. Opposite to this property there is 20 feet passage which leads to another property that is yet to be subdivided (bulk property with 6 grounds) and owner says he may subdivide that in future and sell it. I understand from "http://www.hindu.com/pp/2008/10/18/stories/2008101850020100.htm", that this is a violation in the plan and there may need lumpsum penalty to be paid in future to correct this. Please throw some guidance on this:

1. Is it acceptable subdivision?

2. How subdivision differs from Layout?

3. Do we get building approval for 20feet entrance plot with 20ft passage?
