my f2 visa is rejected twice on 214b basis.now i want to whether i can approach for student f1 visa.....or any problem as my husband is in reinstatement........

No you cannot approach the Embassy for two years for Visa but you can certainly send a petition to the embassy by giving valid and plausible reasons for your visit to USA under F category. Normally they dont refuse visa under this category but they have done this to you . It means that you are a potential illegal immigrant.
