Passport is the basic document that entitles one to travel out of his native country or of which one is the citizen. One condition of the green card is holding to lawful valid passport.
To get away from the impounding, it depends what is stated in the show cause notice before impounding and the stand taken by you
How are you going to travel back to USA without your Passport?.
the passport may not be impounded physically but the directions may be given to the passport office for impounding the same. once you are in US, it would be difficult for the authorities to impound the same even if they resort to hague convention. however, you may have to hire a lawyer here and challenge the order of impounding the passport in the higher court.
