H1B restamping from India against old quota

I got H1B stamped in 2006 valid thru 2009 ,but got separated from original employer ,,,so never travelled on that H1B ...Now i have finalised another US employer willing to take me on board but not sure if restamping right from india is possible ??? Your pre-assessment may turn this into a business deal for you ....

Your question is incomplete sir. Kindly ask a specific question as to what is your problem.

Now so far so as, restamping is concerned, it depends upon the policy of the US Government. US Government can change its visa policy at any time, and can also give retrospective effect.
