Visitor's/Student's Visa for would be Immigrant

My wife's brother has filed Petition in May' 2000 for my family. Petition was approved in Dec' 2005. Can my daughter, aged 19 years, apply for Visitor's or Student's Visa? How are chances to get the same?

both categories - visitor and student - have different requirement;

chances of her visitor visa are very uncertain.

however, of chances of student visa (F-1) are very high; USA government encourages visa for genuine students, with high rankings, having admission in good schools in USA.

You may send me her resume, inform me of her discipline and the school where she has applied/applying? Has she taken TOFEL AND SAT ?

I will be able to make an assessment for visa chances after I know the said details.
