I has been gifted land in the name of paspu kumkum from my parents Without my own brothers sign on notary now is their any possibilities that can I own this land completely without any involvement of my brother

Since your parents have already gifted the land to you vide a Gift Deed, you ought to have got the title deeds of the land transferred in your name in the Office of the Tehsildar. Your brother's signature is not required on the Gift Deed made by your parents to you. If you have already got the title deeds to the land registered in your name with the Tehsildar, you are the absolute owner of the land.
