Legal Question in Intellectual Property in India

Dear Sir

I intend at creating a web platform for BCOM Students whereby they can interact with each other, share notes and so on. I have come across a similar site TYBCOM(dot)com. I intend to include university question papers of past exams in my website. Can I do so? or there are any copyright restrictions or do I have to take University of Mumbai's permission for the same? Also when TYBCOM(dot)com says ''Copyright'' and ''All Rights Reserved''. does it possess copyright for all the contents on the site? I mean question papers, notes, etc.? What happens of user submitted content such as study notes, etc. which the users (students) submit?
