i) is the building and other construction welfare cess applicable on educational institution
ii) whether a welfare board has been constituted in UP under this Act

The act is applicable to any establishment employing 10 or more building workers.Therefore the contractor who undertakes the construction work at any of the sites and employs 10 or more workers shall be required to obtain registration under the act. Those who are governed by the provisions of Building and Construction workers ( Regulation of employment and condition of service Act 1996 shall be covered by the welfare cess.
