Coverage under PF Act

Contract Labour working on daily basis. Do they need to be covered under the PF act by the contractor ?

What happens if a contractor is employing less than 20 workers and does not have PF registration ?

The contractor may employ 'contract labor' as per terms and conditions contained in his licence issued by the labour department under the Contract Labour (Abolition & Regulation) Act.
