Legal Question in Employment Law in India

Dear Sir,

I did work with one of the reputed organization Torrent power Ltd (Sugen Mega Power Project), Surat, Gujarat for a short period of 11 months. I resigned due to lack of satisfaction in profile. I had a bond of 2.5 lacs for 4 years against our training, which was facilitated at NTPC, Delhi. I resigned and payed complete amount. I have got reliving letter, no dues certificate but they are not giving me the training certificates. I talked to Hr and mailed to them as well but , they are telling as per company policy they never give certificates to employees. Even now they have stopped receiving calls also. Suggest me what can be done
