Employees who are covered under shops and establishments act, are they governed by the Workmens Compensation act?

As per Sec. 38A of the act , the provisions of Workmen's Compensation Act 1923 and the rules made from time to time thereunder , shall, apply to an establishment covered under the Bombay shops and Establishment Act .
